Navigate to Google Drive and find the file you wish to share.
Click on the three-dot menu, and then click on Share in the displayed menu highlighted in purple.
In the following window that is displayed, change the file access to Anyone with the link highlighted in purple.
Choosing this option will ensure everyone that has the link will have the correct access privileges.
Click on the Copy link button that is highlighted in purple, which you can now copy into the Share Link field.
